I think I may have answered this to you in a different question, but in case you are a different person, here is my answer.
While it is very difficult to get a Business loan for a start-up, and with no collateral, there are some options:
1) Ask your Business lender to consider an SBA 7(a) loan. The loan is guaranteed up to 90% by the SBA, which helps take away a lot of the risk from the lender. Plus, the SBA typically won't decline just on lack of collateral. They will ask that you pledge any other personal assets you do own, if any.
2) Another option, is to ask someone with some financial strenght that believes in your new business, to personally guarantee the loan. The loan is Small enough that this may be enough for a lender to offer your a traditional commercial loan without going through the SBA.
The more informed you are about these options, the more comfortable the lender will be that you are really doing your homework...and will be less likely to disregard you.

It's possible to get a loan for anything if you can convince someone to give you the money. Call around, get referrals, and keep trying even if you fail a few times. If you are serious about the film, then you will make it work somehow.
